AN ANALYSIS OF THE EXCLUSION OF E-COMMERCE FROM THE GENERAL RETAIL SALES TAX Ryan Van Olst PUAD 631-002 A NEED FOR REFORM The inclusion of e-commerce within the general retail sales tax (GRST) would generate substantial revenue, broaden the tax base, reduce distortions, and better accomplish the intended purpose of the consumption tax: collecting revenue from total final consumption. Although Congress has not yet successfully passed legislation to this effect, such legislation is imperative to the continued use, growth, and viability of the GRST to generate state and local revenue. EVALUATING THE TAX BASE: THE GENERAL RETAIL SALES TAX The exclusion of the vast majority of online sales and services from the base of the GRST has significantly reduced state (and to a lesser extent, local) government revenue. Before an assessment can be made of the implications of excluding online purchases from the GRST, it is necessary to understand the importance of the tax base eroded by this exclusion. The GRST is intended to be a broad-based tax on final consumption. The U.S. uses the retail tax extensively, preferring it over alternatives like the Value Added Tax used by many other countries. As revenue from selective excise taxes has declined over the last 25 years, tax revenue from the GRST and companion use tax has become more important than ever. My Truck My truck got me into a lot of trouble. I had a lot of trouble with my brother. He took my cars and trucks to play with when ever he could. Apparently he thought the green truck was as fascinating as I did. He loved to play with my green truck as much as I did. This was the truck that he took a lot. That green pick-up truck got me into some fights with my brother and caused the trouble I got into. Playing with my truck also lead to trouble with my mother. I had hundreds of blocks set up around my room as roads. I didn't see it as a big problem. But, when my mom comes in to vacuum, she has to remove my blocks. I Hated This!!! Now, six yeard laterI can see her point; my room would not get vacuumed for month at a time. I would come home from school and find my room clean and vacuumed!! When I saw what had happened to my blocks I got mad, I wouldn't eat dinner that night. The next time I refused to let her move them and I got into a lot of tantrums over this. My mom tried to draw the positioning of the blocks onto graph paper, so she could put them back later, but it did not work out. The trucks and the blocks just continued to get me into trouble. My windows would be open in the summer, we didn't have air conditioning, and it was very windy. My door would slam in the night. The rest of the family would not get any sleep. So, my mom came in to close the windows a little and she would kick over my blocks and cars. In the morning, I woke up ot see how muck damage was done. My blocks were skattered, and some times my little plastic micro machine cars would me broken. If you know about to toy cars, once the axle is bent from being stepped on, or being turned, the wheels don't turn. But not my green pick up truck. It was made of metal and had very strong axles. I would make roads with my wooden blocks and scoot cars on top of the roads. I also had some stop signs that I would place where the roads would meet. I had a cut-out piece of blue felt that I used as a lake. Now, when you have a lot of cars that you set up on roads that go all of the way around your room, you can only move one or two cars at a time. The car that I played with the most was my truck.

Likewise, there are jurors and judges who could be bought or manipulated, hence, the final verdict can actually be flawed. The choice is still done by the judges themselves with a strict screening procedure so if the verdict is faulty, then perhaps, the people who did the selection are themselves unsound with their assessment. As a pro-Death Penalty activist, I would defend my standpoint by stating that even if human life is precious, as being asserted by the con-Death supporters or Abolitionists, it is something which was not respected by the crime offenders, hence, they no longer deserve to be given significance or distinctive worth. The flaws in the justice system cannot be avoided because no system can ever be perfect. The action taken by David Gale in orchestrating the death of Constance was a truly extreme act of proving his point to the Governor of Texas when he had this live interview pertaining to the numerous executions in the locality. The Purpose of Life Is a Life of Purpose Essay Throughout my life, I have persevered through much pain and misfortune; however, instead of using my experiences as reasons for a life of retribution and reparations, I used these tragedies as motivation to making other people’s lives better. Growing up I witnessed my grandmother assist anybody she saw struggling or needed help. During the 17 years she was a part of my life, I watched her nurse back to health approximately 300 foster children, because nobody else wanted the burden. Despite the odds against her, she went over and beyond to assure that these youth’s necessities were met. Growing up in this environment I constantly witnessed the joy in these kid’s hearts just to experience that feeling of love and support, despite being born in a world that told them they were worthless. I found it nearly impossible not to emulate my grandmother’s mindset and lifelong purpose. In spite of all my adversities, I knew I could overcome any and everything by focusing on improving the lives of others. This in turn brought me back to the abovementioned quote by author Robert Byrne which has intrigued me since I first read it many years ago. Overall I have found throughout my life that there are at least nine vital reasons for leading a life of purpose, which are: maturity, tranquility, buoyancy, confidence. Initially I believe the ultimate gift of leaving a purposeful life is overall maturity. Great American film director John McNaughton â€Å"Maturity begins to grow when you can sense your concern for others outweighing your concern for yourself. † Overall this is how I live my life. Oftentimes, there have been days where I’ve wanted to sleep all day instead of getting up going to class or even on the weekends, but every day I ask myself â€Å"if I don’t do it, who else will? † through all my pain and hard luck I’ve realized that its unnecessary to dwell on events beyond my control. So instead I use my pain as motivation to fuel my love and support for others. One of the greatest benefits of having a mature mind is peace and tranquility. Many times people overlook the joy of being peaceful, they overlook the nights full of uninterrupted sleep, the days of no emergency phone calls, or even the simple joy of having money in the bank with no bills. Tranquility can make a great difference in one’s life. Unfortunately tranquility can be the difference between suicide and being born again. The peace we develop from simple acts of kindness is beyond imagination. No words can express the joy and peace we feel when I realize I’ve helped somebody achieve something in life, when the world told them they were worthless. No words can express the peace I feel when I support someone who didn’t have the will to support themselves. In addition to being peaceful, living a life of purpose will guide many to overcome stereotypes and failures which otherwise would halt dreams. Having a sense of buoyancy is essential to anyone trying aspiring to achieve great things in life. A lot of times in my daily life, there will come times when initial plans or goals are sidetracked by a situation or event. This is where I rely on buoyancy to persevere through this lost and through this failure even though I didn’t accomplish what we wanted, when I wanted. Instead of pondering on the â€Å"what ifs†, I stay optimistic and work harder to get the job done the next time. Furthermore, when I made the decision to dedicate my life to a life of purpose, I also chose to live a life of resilience, tenacity, and unmatched and unscathed confidence. When you have experienced what I’ve experienced and survived what I’ve survived, you create an internal persona that specifically says â€Å"if I can overcome this, nothing short of God can stop me†. Many may take this as a sign of arrogance, but I have always felt that there’s an eventual reason for why I’ve suffered through all the blood, sweat and tears. When you’ve overcome situations that the healthiest, smartest or even the slyest couldn’t survive, then you really have no choice but to possess that feeling of unparalleled confidence. Finally throughout my brief but experienced life, I’ve come to realize that, every situation we go through leaves with a choice. On one hand we have the choice of using outcomes to broaden ourselves and the world around us. We can use these outcomes to the benefit of ourselves through personal growth and development and, we can also use these outcomes to the benefit of others through service, support and sacrifice. On the other hand we have the choice of using the situational outcomes as a reason to blame others, as a reason to be depressed and as a reason to give up on life. Ultimately I chose the better option. I chose to use my negativity and let it motivate me to working harder, focusing deeper, being optimistic regardless of what else happens. In the end this leads to a life of bliss, peace and maturity, and it’s a lot less painful or time consuming. What else could be a better purpose in life than leading a life with a purpose?
